Since RIPE NCC is a not-for-profit membership association under Dutch law and operates on the principle of “one member — one voice”, introducing different fee categories based on resource holdings may create doubts about the equal treatment of members. This could potentially conflict with the spirit of the Articles of Association and carries risks regarding the organisation’s non-profit status and tax treatment in the Netherlands.

Option B dramatically increases fees for larger operators — up to €40,000 per year. This punishes successful companies that have grown and serve more users. Growth should be encouraged, not taxed.
